I am going to Sri Lanka on holiday in Septmber, I have been told that cigarettes and tobacco are not allowed into the Country, although they are on sale once I am there. Is it permissable to take my own cigarette home rolling machine in my hand luggage? The Travel Agent does noy know.

Yes, absolutely. If they’re on sale there, on what grounds could you be prevented from possessing one of your own?

I was just wondering if the cigarette rolling machines can handle pipe tobacco?

It depends upon the pipe tobacco. Some American burley based blends such as Prince Albert are crimp cut and produced for either pipes or RYO cigarettes. Other tobaccos such as cube cut burley, flakes and plugs would be next to impossible to roll much less smoke as a cigarette due to their cut and burning characteristics.
