When your neighbors are manufacturing meth, and your other neighbors are running a crack house–who cares about banning cigarette smoke? I’m far more worried about an explosion, and the heavy "character" traffic.
It’s good to keep lit cigarettes away from the meth lab.
So simply because some people (quite a small number, statistically speakin) do something worse, you should forget about the MAJORITY of the people who are being affected by cigarettes? That’s not very logical. A cigarette ban is important because it cuts down costs overall, and just MIGHT make enough money available to go after the really nasty ones.

I think there’s some kind of ban against smoking crack and operating meth labs too, isn’t there? It’s not like one is legally allowed and the other isn’t.

Screw it. Start smoking. If the cops show up tell them to get rid of your neighbor junkies and you’ll stop smoking. Better yet, next time you see a drug deal, point a rifle out the window and solve the problem yourself.
